Parish Pastoral Council

The Parish Pastoral Council (PPC) of Our Lady of Guadalupe Parish is a leadership body that serves the pastor and the parish community in carrying out the mission of the Church. Rooted in prayer and guided by the Holy Spirit, the Council collaborates with the pastor to discern the needs of our parish and to help shape a vibrant, faith-filled community.

The Council works to establish pastoral priorities, set goals, and recommend action plans that support the life and mission of our parish. In doing so, it seeks to recognize and encourage the gifts and talents of all parishioners for the good of the entire community.


Our Mission

The Parish Pastoral Council exists to promote the mission of the Church within our parish, especially in the areas of:

  • Evangelization
  • Worship and Liturgy and Devotions
  • Faith formation and religious education
  • Service and outreach

At Our Lady of Guadalupe Parish, the Council strives to ensure that all parish activities reflect the Gospel and respond to the spiritual and pastoral needs of our diverse community.

Role and Responsibilities

The Parish Pastoral Council serves in a consultative role, offering recommendations to the pastor, who makes the final decisions. Its responsibilities include:

  • Pastoral Planning: Identifying parish needs, setting priorities, and developing strategies rooted in the teachings of the Church
  • Discernment: Engaging in prayerful listening to the Holy Spirit and to the voices of parishioners
  • Vision and Direction: Helping guide the parish in both short-term initiatives and long-term growth
  • Collaboration: Supporting and affirming the work of parish ministries while fostering unity
  • Communication: Acting as a link between parishioners, ministries, and the wider Church, including the Diocese of Oakland
  • Deanery Engagement: Appointing a representative to serve as liaison with the deanery

All discussions are carried out in a spirit of service, respect, and shared responsibility for the mission of Christ.

A Spirit of Prayer and Discernment

At the heart of the Council’s work is prayer. Meetings begin and end with prayer, and all deliberations are grounded in faith and guided by the Holy Spirit.

Council members commit to listening deeply—to one another and to the wider parish community—so that decisions reflect unity, wisdom, and love. Through dialogue and discernment, the Council seeks to recognize where God is leading our parish at this moment in time.

​Structure and Membership

​The Pastoral Council of Our Lady of Guadalupe Parish is composed of:
  • The pastor, who presides over all meetings
  • The Chairperson
  • Clergy and pastoral staff
  • Lay members selected through election or appointment
Members are practicing Catholics in good standing who demonstrate a spirit of service, collaboration, and a willingness to listen and discern the needs of the community.
The Council meets regularly, typically on a monthly basis, in a spirit of prayer and discernment. Meeting summaries are recorded and made available to parishioners.

​Guided by the Church

The work of the Parish Pastoral Council is grounded in the teachings of the Church, particularly the Code of Canon Law.
  • Canon 208 affirms the shared responsibility of all the faithful in building up the Body of Christ
  • Canon 519 highlights the pastor’s role as shepherd, working in collaboration with clergy and laity
  • Canon 536 provides for the establishment of Parish Pastoral Councils as consultative bodies
These principles reflect the Church’s vision of a collaborative and mission-driven community of faith.

Building a Mission-Centered Parish

The Parish Pastoral Council plays a vital role in helping Our Lady of Guadalupe Parish grow as a mission-centered community. Through ongoing pastoral planning and discernment, the Council helps ensure that all parish ministries and initiatives are aligned with the Gospel and responsive to the needs of our people.

By fostering collaboration, encouraging participation, and remaining attentive to the movement of the Holy Spirit, the Council helps lead our parish toward deeper faith, stronger unity, and a renewed commitment to living out the mission of Jesus Christ.
